Public Service delivery via the voluntary sector is impossibility by the very nature of the voluntary sector. (Sir JCM)
The voluntary sector or community sector (also non-profit sector) is the sphere of social activity undertaken by organizations that are for non-profit and non-governmental. This sector is also called the third sector, in reference to the public sector and the private sector. Civic sector is another term for the sector, emphasizing the sector’s relationship to civil society.
Significance to society and the economy
The presence of a large non-profit sector is sometimes seen as an indicator of a healthy economy in local and national financial measurements. With a growing number of non-profit organizations focused on social services, the environment, education and other unmet needs throughout society, the nonprofit sector is increasingly central to the health and well-being of society. Expert Peter Drucker suggests that the nonprofit sector provides an excellent outlet for a variety of society’s labor and skills.
In 1976, Daniel Bell predicted that the third sector would become the predominant sector in society, as the knowledge class overcame the effects of the private sector. This presently holds true in a number of European countries. According to a recent study by Johns Hopkins University, the Netherlands has the largest third sector of 20 countries across Europe.In Ireland the non-profit sector accounts for 8.8% of GDP. In Sweden, the nonprofit sector is attributed with fostering a nationwide social change towards progressive economic, social and cultural policies, while in Italy the third sector is increasingly viewed as a primary employment source for the entire country.
In the United States approximately 10% of GDP is attributable to the third sector. Donating to private religious organizations remains the most popular American cause, and all religious organizations are entirely privately funded because the government is limited from establishing or prohibiting a religion under the First Amendment.
In My Own Opinion:
Public sector service delivery may be described as benevolent, socially responsible or just “a good thingâ€, but if it was to be described as charitable by its very nature this means the service is delivered by a charity. And thus, taken to its logical conclusion, all public sector service providers – local authorities, hospitals, and companies – would all be regulated by the Charity Commission.

When I was a student of College of Nursing in Lyceum North-Western University; we are required to go out and reached other community to promote the development of communities and we are providing every family with basic information on how to protect its health and enhance its growth. We have also organized a feeding program where we are the one who sponsored it in terms of money. It is the only basic way to help maximize the opportunity of bringing health education information to help support the government and the non-government in promoting the survival and development of families and communities. The ultimate goal of Community Health Service is to improve the quality of health of citizenry. It is geared to help communities and families cope with health problems and have them assent to health services in a manner that maximizes our potential as a college student while also promoting supportive relationship between people and their physical and social environment.

In my opinion, the presence of voluntary sector in our country can help our economy in achieving its development. E all know that the third sector serves as the exhaust sector of the public and private sector wherein, the unmet needs of the society were already taken action by these sector. In some cases of the countries that have been mentioned in this scope, I’ve realized that there were possible changes in our country if the third sector will successfully rise to a large number and perform its job according to its policies. With this reason, Philippines could be one of the countries that has achieves its needs and changes. It will also leads to its progressiveness, and at the other side, both local and national financial measurements can be economically stable, by means of the arising capacity of employment in our country. All of this can be possible to achieve.
Voluntary sector can said as the sector of the society. This sector only required a good-will to serve their citizen. An economy who have this sector can said having wealth in terms of good Samaritans. There are many kind of groups that belongs to voluntary sector, such as religious group, Youth organization, Sports organization, School programs and etc. In the Philippines the most familiar groups that belongs to voluntary sector is Philippine Charity Sweepstakes Office. This organization gives a lot of help to the Filipino citizens. Voluntary sector provides helpful things in many aspect. Non- Governmental Organization have their own fund to supports their Programs. They usually conduct to gain funds for their funding. Voluntary sector help Government sustain some needs of the people.
Public service delivery via voluntary sector is impossibility of the voluntary sector for development in the society. The voluntary sector is the organization to help needy people. Its characteristics also is to deliver charity to the people and to their staff. This also refers free and voluntary services for public necessity.

In my own opinion, voluntary sector provide/render services for free. They are independent from the government and widely accept many activities.The objective/goal of these activities is to help the indegenous/unfortunate people in our society. In voluntary sector, it includes some groups wherein they will set up thier decision-making and they have the characteristic to control their own activities. They are not forced, compelled and they have their own freewill to serve the people.

In my opinion the three said sector which is Public,Private, and Voluntary Sector is very pro-active through helping the poor, people who are divastated by the calamities and other problems. Meanwhile the voluntary sector is the really over hardworking sector because they are expose by the two sector, the private and the public cause we already know that they are rely on it whenever they need a certain helps coming from the voluntary sector. One and for most a truly good sector is to organize,non-profit, non-government and self governing by thier own sector so that they could’nt dictate or mandate just like an a richman or even a politician. Freedom of the equity or fairness of by the people sorrounds which being needed by a sort or little of helps coming from the sector. And of course serve well without any change can be given just like an money, thing, or even a food of being a volunteer’s in the certain community.

The first sector is not the one who immediately help in terms of the personal needs of those people,like foods and clothes who were affected by this calamity, because of the long process of releasing money from the government fund for the expenses of those needs for the affected people. The third sector was the very first to help in case of this situation like what i have been observe from the past.
Based on my own observation, the largest the third sector a nation have, the richest the nation. Because i thought that, how can the third sector of that nation produces large amount of fund, if the people of that nation were poor? People were rich so they have a lot of money to voluntarily share to a charity.

In my own opinion, public service delivery is an act which their motives is by means of charity works. Voluntary sector or non-profit is a charitable institution that really help the society. By simple way of helping people will be a big part from them. Charities who are voluntarily give or share there service or even with a simple donation to those who are in need just like food, clothes, education. It is to show that the organizations are aware of our economy, for us to face the reality that our economy is being run by the leaders, that we will be needing this charities just to cover a little burden to the people. That this voluntary sector and public service delivery is an organization or one way of sharing or thanking for what you have achieve for i believe that helping people will does not necessarily mean you have lots of money, or any material thing it is by enjoying what u are doing. In my own analysis on what i have read this voluntary sector page has been redirected from a page called third sector clearly they are not the same thing can we have a third sector page and a voluntary sector page? The voluntary sector is one part of what is seen as a third sector that also include co-ops social enterprise etc.
There is no standard internationally recognized and agree definition voluntary sector, voluntary organization, community group, third sector social enterprise non-profit organization NGO ect. which provide neat boundaries between each one of this and the other we could debate the boundaries between one and another ad infinitum.
Public delivery via the voluntary sector is impossibility by the very nature of voluntarysector for the development of society. The voluntary sector is the organization to help the poor people. The voluntary sector has delivered the charity to the people and volunteers under staff. This refers free and voluntary necessity.It also adapted a community service. The voluntary sector in our country for economy and the goods of people. And needed for people in money and nature environment.And preparing of needs of people like education,shelter,clothes and food for the children.
Voluntary refers to acting free will not under constraint or compulsion. Then, if we say, Voluntary sector, it refers to the non-governmental organizations rendering services voluntarily. On the other hand, public service delivery is the process; it is an act of rendering services. In other words, voluntary sector render services through public service.
Public service pertains not only on charitable purposes but also in various areas such as social or community services, health, housing, education and religious affiliation. (e.g. ABS-CBN Foundation specifically Gawad Kalinga, Bantay Bata, Piso Para sa Ilog Pasig, PCSO (Philippine Charity Sweepstakes Office), Medical and Dental Mission, Feeding Program).
As a matter of fact, in our parish, St. Rose of Lima Parish, the Domalandan Parish, I am a member of the Parish Youth Apostolate (PYA), this organization render religious services voluntarily through Youth Encounter (Y.E.). The Youth Encounter encourages youth to learn more about the words of God. I am also part of Alliance Youth in Action (AYIA) in our barangay, wherein we render services through Children’s Feeding Program. In connection to this, I can say that voluntary service is not compulsory it’s a matter of appreciation, in a way that you are rendering services to the people in a little way.

As a public administration student my insights of voluntary services and Public service is a social activity or community services wherein you are doing services without payment , without complaint, without expectation this is not for money but this is how are you showing the willingness to serve the public. As my first impression the word itself it is the serving voluntary aiming delivery free services undertaken by organization that are non- profit and non- governmental. It is share common characteristics in the social, environmental, or cultural objectives.
Knowing of this Public service delivery and voluntary sector is presents both opportunities and risk that considering should weigh up and manage risk, and it takes the ultimate responsibility and must accept it and stick to your mission. I have seen and encountered in our educational tour in Bolinao. The Little Sister of the Poor is a home for the poor elder. They are serving in their little own way for the poor elder. And as my impression this is a kind of servicing how are you giving the care and love and this is not only a job but a willingness services.

Voluntary sector are those organizations who gives benefits to individuals and to the community. They are the non-governmental organizations or the NGO’s.This voluntary sector is an institution between the the public and the private sector which means that the public and the private sector give funds to this voluntary organization. They are the government that helps the people, and the government,they serve as advisers. they are the organization that give service to the people.
Voluntary sector are the non-profit organizations provides or gives medical care, social care,social service, housing,also in the environment and many more. Examples are those foundations are the “Bantay Bata” and the “Home for the Aged” that helps the children, the indigents and the elders.They are the organization or group that is very dedicated to there work.

Voluntary Sector comprises non-government, self-governing organizations, some incorporated non-profit organizations and some being registered charities. This sector are independent of both formal structures of government and the profit sector. Voluntary and Community Sector carry out works through delivering services, providing advocacy on behalf of communities and the individuals, raising funds and providing financial support to other Voluntary Community Organizations.
My perception regarding Public Service Delivery is about helping people in a community through charity. It provide services to the public and to the particular community groups. As a former nursing student I have encountered a public service through community health service. This community service has definitely helped me looked beyond my small community at school and recognize that there is a lot more to learn and discover. It allows us the oppurnity to understand the importance of service to others as a fundamental aspect of being a member of any community. Participating in community service in college prepares us, as a student to be productive members of society.
Voluntary Sector is of great significance especially in our country. As we all know, our government could not render all of the services needed the most by unfortunate Filipino people. The Voluntary and Community Organizations(VCOs) give their time and efforts to voluntarily help those people who needed the most their attentions. It is indeed a good indication that it is not yet over for the our country, Philippines, to achieve its economic goals and objectives provided that Voluntary Sector and Public Service Delivery is for the society and nothing else. Furthermore, Voluntary sector is not done for personal interests and profit as well, their goal is to help and provide services for free. In addition, I believe that Voluntary Sector is not forced nor compelled to serve people with utmost respect. It is essential to the general welfare and for the good of all the people. My perception regarding voluntary sector. It is a large number of organization use to paid staff to carry out much of their work although they rely on volunteers on their boards of directors. Some are structured as political federations, other more like corporations include delivering services, advocating of behalf of a group or cause, encouraging self help advicing religious faith and practice facilitating economic development and providing financial support other organizations. As an organization, it enables a group of people to exercise their authority and responsibilities in the attainment of organizational goals and for the efforts where ideals, plans and their varied capabilities of people converge to provide it with dynamism and alternatives supports. Thus, it gives a life of its own to the effort to support the people. Its pace of development depends upon the clarity of its objectives as an envisioned by people govern and supports. For me, voluntary sector or the so-called non-profit and non-governmental sector are the organizations, groups, agencies who voluntarily deliver or give their services with their own funds and gaining nothing back but the contentment and enjoyment to serve for the people.
Public Sector are the groups, organization, agencies and institutions of the government primarily serving for the welfare of the public.
My perception regarding voluntary sector is an exchange between an individual, or a group of an individuals on a local community. The volunteer or group of volunteers offers time, energy and the effort to a project for the benefit of a community and through this project the community offers to the volunteer an opportunity for experimentation, learning and personal and collective development.The public service I attended is when we had a community service nearby Dagupan. When I was a nursing student in Lyceum North-Western University. We choose that place because lots of children their are malnourished. We feed the children their in one week and get their vital signs everyday to know if their are changes on their weight. In that time we don,t mind if we are already using or own allowances in helping theme because we really wanted to help. When we look at their situations they are less fortunate because some of their parents have no jobs have no enough money to sustain them. We also conduct seminars for parents the advantage and disadvantages of having a big family. In this small way I tried to helped in one community.

As a student of Public Administration its good for us to study the relevance of voluntary sector and public service delivery so that we can use them in the future.
I already experience serving other people,when we have feeding program at our church and its a good experience that you helped others in your own little way without payment.

But for me even though I’m not a fortunate one I can be a charitable by giving my service free like voluntary service or public service in many ways. Many institution, corporation, even the private sector has a charitable doing, like the social responsibility of its clients. For example a corporation like GMA Kapuso Foundation, they build classrooms, they distribute bags with school supplies, health tips, giving those disabled person like wheelchair and a lot more.
Each of us has a golden heart to do a voluntary service. In past decade, one of the good virtues of the Filipino people is the “bayanihan†which every people working together without reward to wait. Voluntary service or the third sector now a days has expanded and scattered to its very broad goals to help our brothers and sisters in health tips, public libraries, supported settlement houses for the poor, gave money to educational institutions, free training and provided medical and legal services. So let us make one unit for a better future.

Public Service delivery, it talks about the helpful act openly for the public wherein you are accountable to the people and serve them with utmost responsibility. They are essential to the general welfare and perform their duties in a good manner. They are also concern in education, social life and health of the people. Meanwhile the voluntary sector is the really over hardworking sector because they are exposing by the two sectors, the private and the public because we already know that they are rely on it whenever they need a certain helps coming from the voluntary sector.

For me, voluntary sector is very important to study because when we say voluntary sector can describes the non-profit and non-governmental.This is also called the third sector, voluntary sector is interchangeable with the terms third sector. Voluntary sector are have their own organization that can have paid staff and volunteers. Voluntary organization provides services acces a wide range of activities, for example art of school or pre-school activity the scouts, guides, faith groups, youth groups. Based on my study that I have read in the book “voluntary sector†can operate you in a goodwill of community and beneficiaries .Just liked if you have a relationships with other people we need to give our best outcome of your relationships, give your love ,care, and your time specially you have a problem, volunteer is accepted in case if you have a big problem. My perception regarding voluntary sector is that a globaly body circuit or range of social activities that undertaken by the organizations it is also called a third sector and as a student of public administration and a public servant someday the things that i can provide and i will give importance to all things that involve in public administration.I have a freedom to do thing for the sake of my countrymen and as a public administration I will help the unemployee people and mopst especially the streetchildren becuase they are the most important person whom we have the attention so that they can live normal and to become educated.
As to my on view on what voluntary sector and public service delivery is, it is a philanthropic work or activity wherein a person or an organization is rendering or providing the society the necessary help they need. Voluntary sector or the third sector contribute their money,time, effort and knowledge to fill the things which the gov’t cannot accomplish. Voluntary sector are sector in the society which are not a profit-making organization and an organization which is independent to the gov’t. They could be independent as long as their activities are within the organization’s objects and powers and does not violate the laws.
As a citizen of this country and being a daughter of an elective official, I myself have experienced a lot of public service delivery like for instance,I always join to coastal clean-ups conducted at our coastal area in our barangay. At a very young age, they practiced and taught us how to protect and clean our beaches and sea shores because it the source of living of most of the people. We also encourage the people to join in the projects like “tapat ko, Linis ko”. During calamities like when typhoon “emong” devastated 90% of our barangay, I and my cousin had an idea to go to some politicians and asked them to help our fellow barangaymates because they need food. Board Member Danilo Dizon donated 10 sacks of rice. Even though we are not the one who donated those sacks, we have contributed our time and effort to them. In our own simple ways I believe we could deliver public service.

My perception of voluntary sector is that all the social activity is undertaken by organization.
It is also called the third sector. This sector is include to the small local community and voluntary groups
registered by charities both large and small. The importance of voluntary sector is to the people to the education social care of our society . Voluntary and community organizations delivery public service and it is widely recognized that many of activities now as public administration service were originally established by charities or voluntary organizations to meet existing needs.Everyone knows that thers a lot of childrin has lack of education.They need an education and social care I woud be impart to those and give attention to the people who wants to have a normal life.

Volutary sector describes the non profit sector and non governmental , this sector is also called the third
sector . the voluntary sector there are five groups , organised, non governmental, not profit
diatributing, self governing, and voluntary. This sector it is a part of strategy to desiminating

My Perception regarding voluntary sector are groups of organization agencies and institutions of the government to serving for the welfare of the public or a group of an individuals on a local community.and the other meaning of voluntary sectors is a community sectors or also called non-profit sectors is sphere of social activity undertaken by the organization that are for profit and non-governmental and this sector also called the third sector.The public service that i can provide is that involve in public administration i have a freedom to do the things in our country the one problem in our country and a lot of people experienced a crises in our society are those people that are no proper homes,lack of foods those steetchildren those who are not getting school and i hope this subject to learn more.

In my own perception regarding voluntary sector or community sector also-non profit sector,it sphere of social activities undertaken by organization that are for non-profit.Voluntary community sector engaged in a broad range of public service activity in areas such as health, social care, education training and housing.While public service delivery include a wide range of activity provided or commissioned by public bodies.Mostly they helped those indigent people in rural areas who are lack of capacity to earn money. And this is usually done by charitable institutions and Non-Government Organization.
As a student of Public Administration, it is good for us to study the relevance of voluntary sector because we can use this in our future career.
I already been a volunteer at our church, we have done some feeding programs and medical missions. That experience is worth remembering because in your own little way you helped others without asking any favors. And for me in serving other people you are also serving God.*_*}
In my opinion,public sector or voluntary sector/community sector and service delivery in non-profit sector, non-Governmental which is also called the “third sector”, people involved voluntarily work to help, mostly children and young people for free.But some of voluntary organisation paid their staff and volunteers. Example of voluntary sector is the Bantay Bata, DSWD, in Church and also those people who is teaching less fortunate, indigents, indigenous young people like Efren Pinaflorida. And being a part of AB Public Administration Student, any voluntary sector/agency to work with it,social work student also. Medical-Dental mission/service sponsored it’s my pleasure to participate and be by Philippine Health Organization. Public service activities such as in health social care, education and training and housing. Tesda is one of the government service who help those poor students to have their education for free. Free housing for the homeless family.

Voluntary sector is done with out legal obligation.It is a process of rendering your service with out any payments.It is a way of helping.It is a non-profit sector.
We are all familiar on this. In our country especially,our government could not render their all services for our country especially those who are less fortunate people.The best example that i know in voluntary service was the past typhoons occurred last year. there are so many volunteer groups who render their services to help people affected by the typhoon. celebrities, ordinary people, balik-bayans render their help through financial and moral support they could give and offer to the victims.As a student I have experienced delivering service to the public. like, I joined tree planting activities when I was first year college. We plant trees to replace the trees that was destroyed during the typhoon “EMONG” and “COSME”. I also help in cleaning our community. As a youth, I joined the Sangguniang Kabataan officials in their activities like disseminating information and advocacy campaign to avoid drugs. We also encourage the out of school youths to join sports activities for them to be free from bad vices.

In my own understanding, voluntary sector or the so-called non-profit and non-governmental sector are the organization, groups and agencies who voluntarily deliver or give services with their own funds and gaining nothing back but the contentment and enjoyment to serve for the people. This sector is also called the third sector often referred to as the voluntary sector and community sector and it is really important and it really helps other people. Because in this sector it includes small local community and voluntary groups, registered charities,foundations, trust and the growing number of social enterprises and cooperatives. Just like the philanthropic businessman it also become part of the voluntary sector in terms of giving donations and forming projects for social development.
Public Sector this are the groups, organizations, agencies and institution of the government which it’s primary function is to serve for the welfare of the public. This sector are also the groups which are involved in the operations of the government for the sake of the people in every discipline in social, economic, political and the national development.
