Public Service delivery via the voluntary sector is impossibility by the very nature of the voluntary sector. (Sir JCM)

The voluntary sector or community sector (also non-profit sector) is the sphere of social activity undertaken by organizations that are for non-profit and non-governmental. This sector is also called the third sector, in reference to the public sector and the private sector. Civic sector is another term for the sector, emphasizing the sector’s relationship to civil society.

Significance to society and the economy

The presence of a large non-profit sector is sometimes seen as an indicator of a healthy economy in local and national financial measurements. With a growing number of non-profit organizations focused on social services, the environment, education and other unmet needs throughout society, the nonprofit sector is increasingly central to the health and well-being of society. Expert Peter Drucker suggests that the nonprofit sector provides an excellent outlet for a variety of society’s labor and skills.

In 1976, Daniel Bell predicted that the third sector would become the predominant sector in society, as the knowledge class overcame the effects of the private sector. This presently holds true in a number of European countries. According to a recent study by Johns Hopkins University, the Netherlands has the largest third sector of 20 countries across Europe.In Ireland the non-profit sector accounts for 8.8% of GDP. In Sweden, the nonprofit sector is attributed with fostering a nationwide social change towards progressive economic, social and cultural policies, while in Italy the third sector is increasingly viewed as a primary employment source for the entire country.

In the United States approximately 10% of GDP is attributable to the third sector. Donating to private religious organizations remains the most popular American cause, and all religious organizations are entirely privately funded because the government is limited from establishing or prohibiting a religion under the First Amendment.

In My Own Opinion:

Public sector service delivery may be described as benevolent, socially responsible or just “a good thing”, but if it was to be described as charitable by its very nature this means the service is delivered by a charity.  And thus, taken to its logical conclusion, all public sector service providers – local authorities, hospitals, and companies – would all be regulated by the Charity Commission.

  • Voluntary and Commnity Organization or VCO are engaged in a broad range of public service activites in areas such as health, social care, education etc..and many people are volunteerd for many reasons ,sometimes altruism but sometimes personal. But they are always have a purpose in volunteering and we need to respect and understand . As a public Administration student hoping to become a public servant or leader someday. I really need to study about Voluntary Service Delivery to be able to know what is the significance on this and also to be aware on what is happining in our society. In this way, I can apply this in my future job.
    We, the Young Filipino People have great responsibility ,therefor,we need to engage ourselves on voluntary service so that we have worth on this country. We should take care of our environment and be a responsible citizen.
    Being a BTC (Banaga Teenage Club) officer in our barangay. I also experience some activities and projects that we did. Like for example clean and green project and waste management. Based on my experienced I realized that its nice to envolve and engage yourself to some activities or organization in order to enhance or improving my confidence and feeling of self_worth

  • In my opinion for the voluntary sector is for the profit and voluntary community sector.And too sphere of social activity undertaken of organization are for non-profit and non-governmental.And also the public sector sometimes referred to as the state sector is a part of the state that deals with either the production delivery and allocation of goods and services by and for government or its citizens,whether national,regional or local/municipal and they delivering public services has often been seen as a choise between direct state provision and the use of the private sector.And the public service this is the voluntary community too make organization of the municipalty or the government.Public sector is a group organizatinal agencies and institusion of government serving for the welfare of the public sector and also this sector in reference to the public service and public sector. For example of public sector range from delivering social security,administering and organizing the national.

    In my opinion, volunteer sector is also known as the charity sector, the voluntary and community sector and the third sector and it exists between the private and public sectors.
    Public service delivery is one roles of voluntary sector in the public and the people who accept the service for example; social work, counseling, youth work, and community work.
    The public service I attended is when we had a community service nearby Dagupan when I was nursing student in Lyceum North-Western University. We choose that place because lots of children are malnourished. We feed the children in one week and get their vital signs every day, to know if there are changes on their weight. In that time we don’t mind if we are already using our own allowances in helping the children because we really wanted to help.
    When we look at their situations they are less fortunate because some of their parents have no jobs and have no enough money to sustain their needs. We also conduct seminars for parents about the advantage and disadvantages of having a big family. Because based to their cases the children are the one who suffering. In this small way I tried to help in my community.

  • My perception regarding voluntary sector or third sector is the social activity undertaken by organization that are non-profit and non-governmental while the Public service include a wide range of services provided or commissioned by public authority, and meant of charity workers and community health services.As I know the voluntary sector is a group of organization, agencies and society and they include the universe of municipalities, universities, schools, and hospitals.
    Being a leader in our Barangay, I’m always doing public service, for example were having seminars, training for the young people and sports development activities in order for them to avoid bad vices so the young people will at the right path. Because “the youth is the hope of fatherland”. In my future we use or apply this subject in my job.

    Voluntary sector or community sector are also known as non-profit sector is the sphere of social activity undertaken by organization that are for non-profit and governmental. This sector is helping those people need the foundation of the government because they can’t provide their own. Third sector organization share the common characteristic in terms of the social, environmental or cultural objectives they persue. Like in our barangay, they are doing many activities that helps those people like feeding program. Public sector are those teams that involve operation of the government for the people. In times of seasonal necessities of the public calamities, opening of classes, christmas season, recession, oil price hikes, inflation and other issues that affect every individual, voluntary sector and their delivery if services are most viewed or seen because these are the times they can execute their objectives of helping or serving the public. Other private institutions or groups or individual became part of voluntary sector when founding foundation and charities.

  • My Perception about voluntary sector is that it is an organization that provides services to the people or public voluntarily. It serves people for their contentment and enjoyment. Just like the charities, foundations, are to be known as the example of the voluntary sector. Voluntary sector are agencies that are separated from the government,but they have this goal to serve the public, even it is small or big local units, as long as this people need their attention. This kind of agency serving people are very needed especially here in our country because many of our countrymen were indigents or not having enough money for their living. I’m hoping that this kind of agency will continue serving people until there were no indigents people in this world. Regarding the Public Service Delivery, my perception about this is that it is also serves the welfare of the people or public such as, health care in the barangays and feeding program for the childrens. Therefore it gives people or public services they needed and it really helps them.

    sector is that, it is voluntary organization provide services across a wide range activities.
    This includes small local community and voluntary groups. Seminar and conference as part of a strategy of deciminating information provide inputs into planning. Public delivery via the voluntary sector is impossibility by the nature of voluntary sector. This sector independent of both formal structures of government. And also access to funding sources of public donations, gift aid.
    As a student of public administration, I can provide charity works that would generally benefit both parties. The one problem in our society are those people that lacks of education, shelter,foods, and medicines.

  • Voluntary sector also known as community sector is the sphere of social activity undertaken by organizations that are for non-profit and non-governmental.From the term voluntary sector is mean to reflect the sector essentials spirit.My perception in voluntary sector is about organizations or union who have a free public service to help the poor.Each organizations have their own program.The prince’s trust,The family welfare association and Dial Shropshire Telford and Wrekin are examples of third sector organizations which provide public service.As a pulic servant I would provide a feeding program.Malnutrition is one of the source of problem of our country.Many of Filipinos are dying because of malnutrition and most of the victims are children.

  • My perception regarding voluntary sector is the sphere of the social activity undertaken by organizations. These include small local community and voluntary groups, that registered charities both large and small foundations, trust in the growing number of social and cooperatives. It is widely recognize that many of those activities now classed as public services were originally established by charities or voluntary organizations to meet existing needs. As a public administration student to become a public servant someday in the country, that I will contribute my knowledge being a public administrator and to serve my fellowmen. And to have a freedom to help the un employee people to have their job and the street children to having their own permanent lives. And to become an educated person.

    And now I want to introduce myself my name is Raymound P. Caspe,I’am eighteen years of age and I want to tell that there’s so many stages before my namec had already wrote,when my mother was pregnant to me,she predicts that her firstborn baby was a girl,because all our neighbors also thought that her firstborn baby was a girl,and then it was late night of November 29,1991 when many people and group of politicians having their celebration,because of that tomorrow is the celebration of Bonifacio’s Day or also called Andres Bonifacio”s Day and then my father thought that my mother was started to delivered me,it was so funny that my mother was carried by my father on his back and went to hospital on many people during on that celebration of Bonifacio’s Day and when they in hospital my mother was brought her first born baby and that was me,they never e xpected that their firstborn baby was a boy,but my father cried with joy because from that time he knows,he have an assistant that help him on his works especially on his shop,and then my mother amazed also because they know that I was a girl,and because their firstborn baby was a boy my mother decided to get my name,because of the celebration of that night,they want named me Bonifacio,Facio,Boni and also Andres,but I don’t know why named they named me Raymound,but the first thing I tried to thought is that they want to follow my name to the first letter of name of my father which was named Rael,but I’am so happy because my parents named me Raymound and not Andres,Boni,Facio,or Bonifacio because for me it was too old names to use again they can follow the old tradition but I thank and gave them tribute because they gave me such wonderful name,they gave me a wonderful life and a better future so that I’am studying now on Pangasinan State University or other called PSU Lingayen with the course of Bachelor of Arts in Public Administration.
    When I enrolled in Pangasinan State University I expected to enter the school with the course I want but sadly instead of enrolling the course I want the Bachelor of Science in Business Management,I enrolled in Bachelor of Ars in Public Administration it’s because of many students enrolled in PSU and becuase of this,the slots for the course of Bachelor of Science of Business Management came to full,and when they intervied me of one of the instructors said that I can apply in the course of Bachelor of Arts in Public Administration I thought it’s all about in the Government and how to serve the people more,and then I enrolled and passed the interview and then after howmany weeks the summer vacation ended and the schoolyear again had opened many students again in PSU Lingayen.It is the first day of the school and I amazed how wonderful is my enrolled course when I read about it in the bulletin board of the Young Public Administrator’s Guild or YPAG I realize that this course is so challenging to study even though it’s not so popular course but in my heart this course is one I loved,now when I always heard the title of my course I begin to excite,why? it’s because I found how important is the Public Administration in my society.Public Administration is simply means”government in action”as I read in one of my book”Business in Public Administration” by Jose P. Leveriza,a society cannot be called a society without a so-called Public Administration,because public administration provide a competent training in the institutional framework of the government,create an understanding in the bureaucratic structure and behavior,the formulation of policy and political processes.Public Administration also prepare it’s students for careers in public administration and governance for the public interest ,and also it’s intruct it’s students in the organizational processes of the national government from the national of macro-level to local governments of the micro-level of public administration and the implementation of the government objectives into programs,public administration also helps students to understand the behaviors of individuals who man the bureaucracy through academics,research and on the job training,as a nationwide,public administration provide the country and civil society with the administrators who are skilled in management includi ng planning,implementation,monitoring human and material resource management and also groom future leaders imbued with ethical values for public service,accountability,nationalism,an d sustainability.Public administration never fails each students to learn more how the government work itself.As I further study in this course my knowledge about the management of government in my country had broaded.Pu blic administration is anb act that caters my mind how I as a future leader to become a good leader as it said in Article 10,section 1.Public office is a Public trust that as a future leader I should learn to be accountable into myself and especially to my citizens.For me as a third year student of Public Administration,it’s not only a course that I should passed and to get better job,but it is a course that I love so much wherein every time my instructor teach us how to become a vaulable person with a full set mind and how to become a person with good values and character,public admninistration also thought me about how person should deal with other people to become sociable,for me public administration is not only a course but it’s like a mentor to us students how to become a good citizens of this country,how to become a good public servant someday and then one thing I amazed is that where you can find a course that the only goal is to serve the people and the mission and vision is only goal is service giving but not profit seeking unlike to other course that teaching to manage the students in order to earn money.For me public administration never fail to teach students to broaden their minds how to become a real citizen of a certain country.Public administration knows no stealing or corruption on it’s advocacy even though there’s so many public servants,administrators that are money mind set,there are those people never know what is there real purpose on this life,but there foolish purpose is to become rich evil doers.
    For my perception to this subject ,about voluntary sectors,many organization nowadays in our country that has been developed each organization have different missions and visions to do,other to earn money,earn reputation,respect and honor,but there are some organization which the only goal is to serve,watch what happened in the country and ask what they can do in order to help for some matter,these are those called volunta ry sectors.Voluntary sectors are those non-governmental organization or popularly known as NGO’s example of this was in the previous election many voluntary sectors ,watch,serve in order to have an informative and clear election.Voluntary sectors are those organizations which always concern what happened in our country,they always in formed us what the government done,and gave some advice what should the government do,when there such problems,sometimes these sectors are those sectors who against the government,especially if they see that the implemented law was not appropriate to the people or there are worst side of it.Voluntary sectors knows no limit about helping the people and the government they are those little organizations that served as adviser for the government and mother for the people.Voluntary sectors always gave and deliver services not only to government but also to the people.
    As a student of Bachelor of Arts in Public Administration,and become a future leader someday it’s always our goal to provide the people with better services as young public administrators it always said that public office is a public trust we should be loyal to our people and be a good servant to them that’s the first thing I want to offer,one of my ambition is to become a leader in our municipality in Anda,Pangasinan,even though not to become a mayor but only to become an advocate which have a goal is to serve my people well to promote the progression of my municipality as an advocate I will lead my people that education is the solution for poverty,gave them better jobs with better salaries and gave the children a proper education with good facilities and a family with a beautiful shelter,as an advocate I will always start with basic need of my people,it’s because sometimes some politicians never look around and see what real happen to their people,they never watch their officers,as an advocate I will fight against corruption here in our country ,as an advocate it is also my goal,and teach my co-officers and my people,how good is to become a good citizen of a country wherein no corruption done and no poverty happened.

    Voluntary sector are those organizations who gives benefits to individuals and to the community.Public service delivery may be this is a wide service it because of the responsibility in social services.It is concern of the development of the society.The mean work of this voluntary sector is by developing the social services like charities to help them for the beneficiary.Voluntary and Community Sector.As a Public Administration student,I could contribute to my fellow countrymen, by helping them even in the simplest way as far as I can voluntary sector includes public service delivery represents one way activities to achieve or attain their mission.     I agree with those voluntary services that they are offering they are able to help those who belong to the lower sector of our community(poor)..we are all aware that there are persons who cannot afford to have their yearly check up but with the help of voluntary sector they were able to offer free services and free medicine to the poor and those who lived is a place were no doctors or clinic is available.All can say is that those voluntary sector is considered hero for offering their free services without asking for anything in return and they should be given enough credit by government.And on a voluntary sector the needs of the society will give proper attention and attract more volunter to help the poor people;and also the budget of the government will use by accordingly with the help of voluntary sector and this we can achieve good service and equal status.     Public service delivery in the health & social care field should be funded by the government and seen as a right in a modern civilised society. Giving and caring should be a natural process not a benevolent one.
    Public sector delivery surely is there to cover the basic requirement and as such should not be considered a Charity. Charities supply the extra requirements that can enhance what the public sector supplies. Another aspect: If one starts calling or accepting the public sectors required input as charity, that will mean registration as a charity and confuse the general public; who may as a result cease to support charities in general
    Public Service delivery via the voluntary sector is an impossibility by the very nature of the voluntary sector.

    In my humble view, public services are being funded too much by supposedly charitable funds, such as the Big Lottery Programme. It is now becoming very limited and largely not an open application process. Services, that in my view are public services and should be paid for from taxes, are now featured in Big Lottery Programmes

    Voluntary sector is a non-profit sector which also called the third sector. It is the sphere of social activity undertaken by organizations that are for non-profit and non-governmental. Based on my perception regarding to the Voluntary Service is that people will learn new skills and languages, to develop and gain practical experience in the field in, sometimes demanding conditions, and to develop leadership and teamwork skills. Just like in what I have been experienced, our barangay Captain were conduct a “Clean and Green Program” in our barangay, then I voluntarily joined in that program. And I being a public Administration student and a future Public servant, a public service would I provide are to maintain peace and order and cleanliness, and to have more school facilities. I know that being a public servant wasn’t easy but I’m willing and all I want is to have a peaceful and comfortable country to live.
